Dual core processors

I have a Pentium D 2.6gig processor, does the fact that it is dual core mean that it runs at the same level as a single core processor at 5.2gig??

This is widely discussed but the speed is still 2.6GHz but you get nearly double but not quite on SOME tasks. For instance when I encode my DVD creation the CPUs get busy and the time it takes on my dual is nearly half what is it on my single core machine.
