The first and most important thing: what can you get where you live. Do you really have the choice between ADSL and cable to connect to the Internet, or is only one of the two available? Then it's an easy answer for you.
If there is something to choose, criteria could be:
- price ($/month)
- speed (Mb/sec)
- volume limitations (f.e. unlimited, or 10 Gb/month included in the price, increasing if you use more)
- speed limitations (they might cut the speed above 'fair use')
- quality of customer service
- how fast they can connect you
- if you want to use their email: number of boxes, size of boxes
- if you want to use newsgroups: their selection
- experience of your friends with them
- services like TV or telephone via Internet
It's not the quality of the modem that counts, it's all of the above.
