DSL speed problem

Windows XP Pro SP2

My broadband provider provides a modest DSL "
package" of 512k, and the actual speed is normally only 80% of that. I have applied for a package of 1M, which my ISP has confirmed has been activated and working. However, my DSL modem is only detecting 512k as before the "upgrade" with actual speed as before, i.e. around 400k. My modem is one approved for use by my ISP (which is not very interested to go further in solving the problem - as with all ISP in the same circumstances, I suppose. ). My ISP refuses to accept that I still have the lower speed, and they are charging me for the new package ! So, what can I do at my end of the line- modem configuration, registry editing, modem tweaking, etc. Thanks.

512, then it's your ISP that needs to do something. You can't tweak anything if you're only receiving 512 from your ISP. You need to get them to fix it or find another provider, if there is one. Who is your ISP?

My ISP (non US) doesn't seem to understand that the problem is with the "carrier signal" (if you know what I mean)of the DSL, rather then the flow of data. They keep asking me to "test the speed" of download and upload. How do I convey my problem to them, or suggest to them what the problem is, using technical language, which they seem to only understand ? Thanks.

Looks like the problem lies with your ISP. Maybe they have not "jumpered" you to the IM speed. Talk to them about DSLAM.
