That would be on Microsoft's own forums. The IRQL problem has many priors but you left out make, model and detail about your maintenance. I usually scan for malware after I cleaning the laptop vents.
How long has it been since cleaning and are you sure there is no malware?
I have a problem which prevents me using my note book. The blue screen pops up while running the windows, on the Welcome screen. It says Driver IRQL_Not_Less_Or_Equal. I connected my phone to the laptop via USB to use the hotspot internet, but the notebook could not connect to the internet of my phone, so I clicked on Trouble Shooting. While solving it, I got the blue screen and the PC was restarted and this error popped up. I tried to access to my files by using the safe mode and I got some errors and DMP. Here you are:
