drawing video program

I'm looking for a video program that allows me to draw on the video. Like draw a sword in someones hand or a moustache on someones face etc. Does anyone know a program like this? Any help would be appreciated. Thanks

There is a whole new world of such applications out there. You would search with google but I'll note that Sony Vegas allows many things like that. But the usual user will run away and claim it's too hard. Sorry about that.
