draw on my screen

is there any software,
where i can use my mouse and draw on my screen.
like, if I am showing someone stuff. I can draw circles and lines over my screen.
not like a tablet screen.
but more like there is an extra clear window on top of all the windows. and I am drawing on it.
you know?
