Drag-and-drop web page to Active Desktop?

How does one drag-and-drop a web page to Windows XP Active Desktop?

I accidentally did it one day and was delighted with the results, but I can't repeat it and can't for the life of me find any mention online. The only way I can now accomplish the same result--displaying a web page in a window on my desktop, not just a link to a web page--is this sequence: Start | Control Panel | Display | Desktop | Customize Desktop... | Web | New.

I use Firefox almost all the time, so I believe I was using Firefox when the "happy accident" occurred, but I might have been using Internet Explorer.

My system info:

Microsoft Windows XP
Home Edition
Version 2002
Service Pack 3

Internet Explorer 7
Version: 7.0.5730.13
Update VersionShocked

Firefox 3.0.6

To add Web content to your desktop
Right-click a blank area on the desktop, and then click Properties.
On the Desktop tab, click Customize Desktop.
On the Web tab, click New, and then follow the instructions on your screen.
Notes

You must be connected to the Internet to add active Web content to your desktop.

To select a different Web site, type the Web site address, or click Browse to locate it.

I already knew that. That's what I meant in my query by, "Start | Control Panel | Display | Desktop | Customize Desktop... | Web | New." Once, I was able to drag-and-drop a page to the desktop, and that technique is what I'm asking about.
