You have a Bootable backup disk.
Boot the machine using this backup disk
Do you have drag and drop now?
If the answer is Yes, then you have a slightly corrupted system that you may want to replace.
This can be done easily, and safely, with the aid of the OS X installation disks. All you need to do is an Archive and Install.
Do NOT proceed with the install unless you see, and have checked, the Archive and Install option in the installer.
Failure to do so will result in the loss of ALL your data.
If the answer is No, then you have something else going on there, possibly hardware related, but that would be the subject of another thread. (post)
Good luck, let us know how you get on

This morning as my laptop woke up from sleep I only got a blue screen. Restarted the computer, when I got a little flashing question mark followed by a "normal" start up a bit later. This has never happened before.
After the computer was up and running, I realized that I can not drag anything! Things can be selected (e.g. on the desktop, in Apple Mail, etc.), but can not be moved at all.
I did some research and managed to fix the flashing question mark problem, by reselecting the startup disk in System Preferences. (I wonder how that got messed up). Again restarted and the computer starts up fine, but drag-n-drop is still disabled.
Having been traveling for a week now, my newest backup is over a week old, so I did not want to restore everything as I would be losing too much work. (I have a bootable backup disk btw.)
I forgot to mention that I am using a '12 G4 PowerBook 1.5Ghz, 1.25 GB RAM, OS 10.4.11. Thank you!
Is there any way I can get this drag and drop problem fixed? Any help would be great, thank you in advance!
