If not, your statement needs some nuances. Only you can give them.
In your reply, please state which browser you use (Internet Explorer - 6 or 7 - or Firefox) and what happens if you use the other one. You might need to download (use another PC if necessary) and install Firefox for that, but you won't regret it.
Also try IE without add-ons: that's iexplore -extoff from the Start>Run box if you can't find the standard shortcut for that.
It could be a problem in your connection (router, modem, ISP) also. Can you try it on another laptop (friend, family) with you, and with your laptop somewhere else?
Everytime I attempt to download something it freezes in the middle of the download. I deleted all cookies, temporary files etc, I also downloaded windows defender to scan for adware or spyware non was found. I am using mcafee total protection 2009. This problem is experienced on both my laptop and desktop. Both systems windows XP My laptop specs:
