http downloads see what happens if you try downloading from an FTP server

ftp://ftp.microsoft.com/deskapps/games/public/baseball2001/bb2001.exe (a 31 meg baseball game)
or this
ftp://ftp.microsoft.com/deskapps/games/public/age2/hi_res_image.tif (a 36 meg high resolution picture)

That will let us see if it might be winsock corruption causing the downloading problem.

You might also check your router to make sure you are not providing unsecured wireless that others might be using.

Something else to try is to move your laptop closer to the router (same room even to test it on a download) as often other wireless signals will degrade a wireless connection.

Thank you for getting back to me!

So I attempted to download the high res picture and initially it started off downloading very fast, around 500 kps and slowly it started getting slower and slower and eventually the download stopped at 28.1 mb of the 35.2 mb.

does the computer have an ethernet port?
try connecting by ethernet cable, turning off the wifi and after connecting to the internet try to download again.

you may also try resetting the router, sometimes they can get some minor problems/issues.
