Seems like it isn't a download problem, but an install problem.

Please give an example of such a file, with the exact and detailed description on how you downloaded it (went to ... and clicked on ..) and what you downloaded (full filename and filesize).

<span id="INSERTION_MARKER">Ugh...I guess you're right. It's installation problem. Sorry...

I download some files, but it's just one of them...
cnet_RPG Maker XP_zip.exe
The size is about 443 KB..

I choose the name of the files and clicked it. When the screen show something about download it. I clicked it and get the file. Everything went okay, till I tried to install it with tapping on the files I got.
The box "Do you want to run this file?" opened and I clicked "run".
Then "Do you want this program make change to your computer?" I choose "yes"
Then the cnet installer appeared and it seemed trying to connect with internet. I could use my internet pretty well, but that installer keep saying "Internet connection error".

So, how about it? Is there something wrong with my internet connection or else?

Hhh...
Thanks for helping me though..

Yep. It's a recent CNET policy to wrap the download into their own installer. Nobody likes that, and you're even having issues with it.

Why not download it from the makers site: http://www.rpgmakerweb.com/
Much better: direct download and more info and instructions.

If it doesn't work with you, you can't use it.

That's quite simple.
