bypass the router, plug direct to modem

Then see if you can download anything with browsers. Is your connection by wifi or LAN cable? If by wifi, then instead use a LAN cable to see if you can download. If so, then you need to reset your computer's wifi.

Either your own protection software is blocking it, or some malware. Or some extension, but that's unlike if it's the same in Internet Explorer and Chrome.

Start with Chrome, and do all what https://productforums.google.com/forum/#!msg/chrome/iUJSE1V8tZw/gLrgK2D4AAAJ says. Might help. Unless, of course, it's all included in the 'everything' you tried.

Other things to try:
- System Restore
- Go back to your latest image backup that still worked
- Go back to factory conditions
Or did you try those also already? Going back to an image that worked is a quite standard way to fix any issue that is not caused by hardware.

In Case You're Using McAfee
Mar 1, 2018 6:52PM PST

As mentioned in an earlier post: It Could Be McAfee's Web-Filtering Protection

Or maybe the Internet Explorer fix below will help.

Please see the link below:

https://kc.mcafee.com/corporate/index?page=content&id=KB70849&actp=LIST

And for Internet Explorer, your Internet Settings may be to strict. Open the Control Panel, then Internet Options, then the "Security" tab. Once that's open, select the each of the icons "Internet", "Restricted sites", "Local internet", and "Trusted sites", then set them to the default level. Click on "Apply", then OK.

Hope this helps.
