Download and streaming doesn't work

Hi I don't know that much about computers so I need help for a problem. If I download something it will stop before it has finished and also when I stream a video(youtube) it will stop during the first couple of seconds and won't start up again. I have scanned for virus and malware and have found nothing. I also cleaned out my temp and cookies. My network is always good, I have wireless by the way. I have restored my system and it has works but if I restart or turn off my computer it happens again. I don't know much about my computer. I have upgraded my graphics card to a gtx 560 but this problem has been happening before that. If you could help me.

I have done some connection tests. All start really high then quickly decline all the way to zero. I believe its now due to the connection but I don't know whats happening.

Tried Re-initializing The Modem/Router??

Because network connections have "bad days", occasionally, it's
necessary to turn off, then restart everything. So....turn OFF your
computers, then turn OFF your router, (unplug from power), then power OFF the modem (if it's
separate from the router). Wait 10 minutes, then turn ON the modem and
WAIT 2 minutes for it to reinitialize with your ISP.. Then turn ON your
router (if it's separate from the modem) and WAIT 2 more minutes. Then
turn ON the computer.

I just had to restore the defaults on my firewall and restart my computer. Thanks for the help.
