Dot Netframework problem

I found that when I play some games or open something that need to use .net framework,it shows an error code:0xc0000135. I have followed the instruction to solve this problem in youtube or google something.And i've found that I cant enable .net framework in Control Panel/Programs/Turn Windows feature on and off (My version is Four point Eight).Thats mean I hv already tick the box and it says apply changes but after I restart my computer,the box is still clear.
I have follow the instruction in google like redownloading .net framework but it says I have already have .net framework and it dont let me re-download.
Any Solution for this problem as I really want to play some games QAQ?
I will answer all the question btw.
