Don't buy lotto in Illinios

It seems they can't pay or payout the winning like one would expect. This poor guy gets an "IOU" instead, so what gives. Why, in the heck can the state lottery even take money in if they're not going to be paying it out. If this had happened in Las Vegas, the gambling commission would have a fit and jump over over the gambling house. So why does the state get away with it. If betters are probably wise, they're probably already reduced buying tickets or what have you, probably only the across-the-states betting like for "power ball" can pay out and I'll bet the state of Illinois takes their cut.

And the moral for government, is don't get hooked on gambling income. I need to wonder why they'd need to wait for a budget. You'd think that lottery money has already been collected before the drawing and that the winners could be paid right from the till. I can't imagine a gambling casino withholding payment to big winners until more losers came through the doors. The place would be burned down.

The 2015 budget is signed. What does a payout in 2015 have to do with the 2016 budget? Sounds like a big scam. Boycott the lottery.

State lotteries are just an opportunity for governments to engage in another ponzi practice from which, if the program doesn't live up to expectations, is nearly impossible to extract oneself from. Why? Because it winds up being based on projected income rather than what's in the bank. State budgets are built largely on anticipation rather than reality.
