Dog boarding suites

I am building a dog boarding facility and I have some luxury suites. In them, I have a couple things I would like to do.
1. Allow the owner to change the "channel" from wherever they are. I say channel but in reality, there would be 3 or 4 recorded "channels" on a computer that the TV would display. i.e. Dog TV, scenery with soft music, "off" or just blank, and Skype.
2. Allow the owner to call into the suite's webcam and Skype with the dog, this would require an auto answer ability after the owner changed to the Skype "channel".
3. Allow me to assign a username and password to each owner that I can activate their access when their dog is staying and deactivate when they pick up the dog so I can assign the room to a new dog.

I've just read about IR Blasters but I am not sure they will work for some of the things since the TV isn't really changing channels I'm just sending a different stream or playing a different looped video on the computer.

Oh, BTW I have 18 of these suites that need these abilities.

A lot of variables involved in your setup.

What gear/software have you uncovered looked at thus far?

We are just starting the looking process. I came here first to hopefully weed out the things that wouldn't work. I went to Best Buy and their team said it was above their ability...

Have to agree.

Sounds custom. You want to get a tech guru on your team since not only will you have to build this but invariably you'll have to fix it.

Very custom lol, I figured I'd need one...if I found out this is doable. If not then I probably wouldn't need one on staff.
