Does mip mapping make a game look better or worse?

That's it in a nutshell. I'm a novice with PCs (despite more than eight years of experience with computers and the internet, I still don't understand the technical stuff), and I'm also new to PC gaming.

I need to know this stuff in plain english. All that technical jargon makes my head spin (despite an I.Q. of 132, I am easily confused when it comes to certain things). Thanks to all who understand.
