Does iphone 4s have talk to text while using text and email

I've never owned an iphone myself, only Android. I found a deal on an iphone 4s that I'm considering getting as a gift for an older relative, in her late 70's. She knows her way around PC's and the basics. She has a flip phone and gets text but sending takes so much more time without a keyboard. She saw my HTC EVO One and liked the keyboard but loved the mic button I can push on and just say what I want in the text and it appears.
I have friends with iphones, some say the 4S has this feature, some dont.
Can anyone tell me for sure if the iphone 4s has speech to text for text and emails ?

...get her an iPhone 5C instead? I recommend the hardware it offers over the 4S, which often has a hard time running iOS8. Right now many carriers are offering the 16GB version it for free, given the newer/faster models.
