Does ASUS EHD3-100 Tv-Tuner even stream HD? If so, drivers?

So I got the Asus EHD3-100 TV tuner card for my bday. I hooked it up and it works fine. It's currently hooked up to my Verizon FiOS Cable HD box. But when I view HD channels, it's identical quality to the normal quality version of the channels (ive tested it). And this is all done in Windows Media Center (Vista Ultimate) because the software that came with the card is utter garbage. So my question, is it even capable of displaying HD (given that it is ATSC capable)? and if so, what drivers would I need in order for WMC to display in HD?

Also, if you know a better software that gives updated guides, and remote control compatibility, lemme know.

Yes I see the tuner is an HD tuner.

I don't know how the fios box wor but are you getting HD signal from there? If not, then maybe a splitter might be needed (just guessing here). The other thing is..will a HD player(for the computer) needed or are you connecting the tuner directly to the tv with hdmi/component cables?

Ya the tuner is an HD tuner. I have it hooked up by HDMI to my HDTV, but I got the tuner so I could record stuff. And the tuner is hooked up via coax (which is also HD quality *tested). Because the box it self has 3 different outputs, it pretty much acts as a splitter. I just cant seem to get it to stream HD to the card. I talked to Asus customer support but of course they were completely useless, and told me to just re-install current drivers, test on another computer, blah blah blah. Same old troubleshooting anyone with half a brain has already done.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
