Answer
The answer is no and very complicated.

You already know it doesn't but it's not about the dongle here. The dongle is the hardware and the pairing is done with software. Since it's mostly a software issue it's sort of the wrong question.

I find pairing to be a small minefield of requirements, drivers, settings and more. If you have only paired a few things or none, it's bewildering. If you have been pairing without trouble you may think this is alarmist.

My bet is that a good setup PC software and drivers will pair over this dongle.

I know it's a hard concept but the dongle doesn't do the pairing. It's just a radio.

Does Act2fit pair bt 4.0 dongle on Windows

I know that Act2fit is actually looking for bluetooth stack to connect further to dongle, which is looking for bluetooth equipments nearby for pairing.
That was my question on longterms. So your answer was someway not real
for my question, you were only telling things i already know.
Thanks anyway, hopefully some can tell me have they manged to get it working.

Hopefully.

My background includes programming apps that auto-pair with devices over bluetooth. So I'm very particular when it comes to questions about bluetooth. You asked if this dongle pairs with something. You know that it doesn't and it's all about the stack, drivers and profiles.

--> Next test. Pair the Cielo arc 2.0 with ANYTHING. It could be defective.

That's a little more detail.

In my app I'm sure to alert the user is bluetooth isn't turned on in the phone.

This is FAR FROM AUTOMATIC. I don't know how conversant you are with bluetooth but did you turn on your bluetooth in the phone and pair it via Android's own pairing method? (and no, I can not tell you a step by step because android is some thousands different models and versions.)
