Unlocked phones are used w/ GSM carriers (At&t and T-mobile in the US). Verizon uses CDMA and the technologies are incompatiible.

Recently Sprint and Verizon Wireless started unlocking CDMA phones for use between the networks very soon all US carriers will be doing this due to legal actions taken by the state of California

Only says that they will agree to do that, not that they've been doing it. Probably won't be retroactive (only works on new phones they'll start producing). Also just covers settlement with Sprint-Nextel; no guarantee Verizon will follow suit.

Sounds like bad news. I would love to pick phones that are unlocked or from other carriers and use them with Verizon.

Anyone got any ideas on the best verizon phones available?

no ideas really. Check their site for available phones, but otherwise, may have to make a judgement call on whether if you're willing to give up VZ service for better phones
