Do Smart TV's have internet speed limitation?

I've just purchased a new 2014 LG 50" Plasma smart tv and have also purchased fibre optic100mbps internet connection. I've connected the LG directly to the ethernet cable on the router and it only gets 12-15mbps downloads which is a bit surprising.

If I use the same cable with my laptop it's an easy 106-108 mbps download every time. Same with my smart phone.

I'm wondering if LGs smart tv's just have some built in limitation that throttles them down to only 15mbps? I could see this as being an issue streaming 1080p hd films.

Some folk try to play videos and find out that many don't play. I want to note this is well discussed but is all about the encoding and the limited decoders in the TV and not a speed issue at all.
