Why not try

MSCONFIG?

Go to Start > Run, type in MSCONFIG and click OK.

In the new window, click the Startup tab and search down the list for this entry. Remove the tick and click Apply then OK.

I would try that first before anything more complicated.

One of them may point to that DLL. Then you found it.

If not, make a careful note of the current settings. Uncheck all. Reboot. Problem should be gone. One by one check them and reboot. Then you'll find which one causes it. Leave that unchecked. Check the other ones again.

Next step: find out which ones you really need. Uncheck the others. Your reward is quicker start.

but you don't say if your problem is with the same DLL as the Original Poster's or with something else.

It would be best if you explained what the problem was.

Answer
the quickest and easiest way ...

to get rid of that message would be to delete the entry from the Run key in the Registry.

The second easiest way would be to follow this link and download the Stand Alone Executable Version of Startup Control Panel, unzip it to your desktop, then double click it to start it up and look through the tabs until you find a reference to it then delete it.

Those types of start-up messages usually result from incomplete uninstallations of something you installed or from the removal of various malware.
