Disk "Stroking"?

In George Ou's CNet blog of 19 Sep [http://blogs.zdnet.com/Ou/?p=322&tag=nl.e540#] where he's discussing hard drive performance, he refers to disk set-up strategies using the terms "partial stroking" and "quarter stroking." He says this can somehow improve hard drive performance.

I don't doubt him, but what does he mean by "partial stroking" and "quarter stroking," please?
