One question: what is a recovery disk?
And two answers:
(1) the use of a disk (apart from the disk on which Windows is installed) isn't dictated by Windows, so the way it is used is determined by the user, possibly via some setup; ask the person who made it like this
(2) All disks should show in disk management, so not showing means something is wrong with it. What does GPARTED (on most Linux discs, but you can download a standalone version also) say?
