Was it ever there, or is this the first time you realized it was missing?

If it was there and only recently vanished, try System Restore and go back in time to when it was present.

start/all programs/accessories/system tools/system restore

Your data will not be affected, but any installs you made after the restoration date you choose will need to be reinstalled (that includes windows updates)

If it was never there (or at least hasn't been for a while) try System File Checker

start/run...
sfc /scannow (space after the C)
put in your XP CD

Any missing or corrupted files will be repaired (takes about 20 minutes)

Report back if this doesn't help
