are you wanting to completely remove the phone service never to be used again or are you wanting to use one other than the one that came with it?

disabling phone feature

I am giving the phone away to a kid with a strange addiction of prank calling and phoning the police and I want to disable the feature.

By law it will be able to dial 911.

So maybe this is a dead end. Or maybe a way for the kid to spend a few nights learning why we don't do that.

rooting or contacting the police

is there a way to like root the phone or jailbreak it so it wont make any calls? Also could i contact the police to like disabling the phone number to access their system?

For rooting, try XDA Forums.

I've yet to read of such a root that did this. There is a mode called airplane mode but then no wifi and then one can take it out of airplane mode so that's a dead end.

Maybe a tablet is a better move here. There are so many now that don't have phones.

still can be done

if the phone only has wifi access, calls can still be made via voip. You can get free numbers from google voice or have a skype account and make calls without the phone feature. That is what I do with my old phones. no sims but make calls and no matter what, 911 will always be available.

IMO, if the kid makes prank calls, they do not need a phone. where there is a will, there most likely is a wy.

Good points.

In this case, the kid isn't ready for such devices. Consequences of not being ready to join our society.
