You should be able to disable it by going Control Panel->Ease of Access->Ease of Access Center->Use this computer without a mouse or keyboard, then uncheck the box to "use on-screen keyboard."

...would you want to do that, unless there are some other porblems ? Many people, if not most, do not know that there is an on-screen keyboard with the Windows OSes, let alone disabling it. Normally, it gives no problems. Anyway, try the Windows key+U for the utility manager.
