Disabled program

I am using windows home premium and just purchased this computer. A program i installed wont run and it shows disabled how do i fix this

Call the maker of the program and ask for the solution.

Only the generic answer is offered since your post doesn't tell much about the software maker, title, version and more.

i can't get in or download or update any program. but i can use the internet. my windows vista home basic says there is no association with any program so therefoe diabled. my admin account is also inop so i can't et in to change users i have 8mg memory a navidia 7300 graphic card an athalon dual core 2.4 ghz chip and my os is on seperate drive.
