Disable internet browseing but still able to play games?

Hi, we just got a new computer, and my parents said that if i can disable the internet browesing i can have it in my room to play mmorpgs (guild wars, world of warcraft etc..) so i was wondering if there is a way to do so. I have a hp windows xp (version 2? maybe, im not super sure on the version)

If you disable IE,what will prevent you from enabling IE again?

This LINK says Modern PC games can be played offline.
