digital Converter

My friend tells me she purchased a digital converter and that she hooked it to her VHS player and it then recorded the tape. she was then able to firewire this converter to her computer and she could edit all the VHS tape and then burn it on to a DVD. Is this correct, can you do this on a PC or is only Apple able to do this? What equiptment do i need? The end result would be edited DVD from old VHS tapes.

im really new to the pc so please help me i have a pannasonic vhs c camcorder and wish to hook it up to my pc what cords do i need to get i already have a movie player in my computer (windows movie maker)
