It looks like a battery charger, not a camera charger...
I have seen this particular brand for sale at several discount houses.
The importer is either dumping a large shipment that was not selling or there could be a problem with reliability.
I think I would pass it by and go to Walmart and pick out a name brand charger and batteries. It will only cost about $5 more (about what you would pay for shipping on the other). Look near the camera department at Walmart.

I bought the energizer charger and battery set from Wal Mart and it does a good jog. For a bit more money I like the Maha MH-204F charger and Maha Powerex batteries. They are available from Thomas Distributing among other places.
