The red ''New'' has no tie in with a user being logged in or not. And has nothing to do with the read tracking feature. It is there simply to indicate to reader that a new post has been submitted. And will have an expiration time of 12hrs from which the post was submitted. After post has surpassed the 12hrs, it will disappear. Users have no control over it.
However, the red dot to indicate a new post has everything to do with the read tracking feature and you must be logged in for it to appear. This icon indicates to the user that a previously read discussion has been update with a new post in that thread. Once you open that thread the red dot, whether you decide to click on that particular new post or not, the red dot icon will be replaced by the read gray arrow icon.

I read the FAQ and it defines a "NEW" post as follows:-

1. What is the NEW next to a post?
The NEW text next to a posted message indicates a new message that has been submitted within the last 12 hours. The NEW text is automated and will expire after a 12 hour period from the time of which the submission was made.

I would assume that after 12 hours NEW posts revert to "unread" post although unread posts are not defined in the FAQ.
So why am I getting red dots (ie new post) next to posts that are days old and some posts which are only hours old with (yellow) "unread" symbols in front of them.????
