Dial Up Internet Connection Problem

Hi, my parents are having this problem with their computer at home (i am at university). Wonder if anyone could help..
When attempting to connect to the Internet the usual dial tone is heard, and a connection is confirmed.. However, When attempting to use internet explorer or outlook express Windows acts as if the computer is not connected at all! The browser shows the usual 'page cannot be found' screen and outlook express acts as if its offline. Yet all the while windows thinks its online (the small online animation appears next to the clock) and when the phone is picked up the usual tones are heard.
They use tiscali dial up, but have tried numerous other ISP's and the same thing happens. They run Windows XP, and the computer is no more than 18months old.
Tiscali's overpriced helpline hasn't helped at all.. and I am afraid they will listen to the first computer repair shop that charges them

Have they tried rebooting the computer?

The article "Troubleshooting Browsing Error Messages in Microsoft Internet Explorer" describes the steps you can use to troubleshoot the following error messages:

a. The Page Cannot Be Displayed.

b. Internet Explorer cannot open the Internet site Web address. A connection with the server could not be established.

c. The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings.

d. Cannot find server or DNS Error.

e. An internal error occurred in Windows Internet extensions.
