Dial-Up Connection Problem

Okay, I've had my computer since Dec. of 03, and up until November of 06 I had a local ISP. It connected generally between 19.6 and 48k. Usually somewhere between 36-40k though, and I would download at 3-4 kilobytes.

But in November I switched to BellSouth's ISP as part of a bundling deal, only since I couldn't get DSL I got dial-up instead. For November and December the modem connected usually between 48 and 53.3k. Then in January for whatever reason, it began connecting at 33.6-36k, and downloading at no faster than 2-2.2 kilobytes.

I don't think its the phone line or the ISP, as when I used a laptop of a cousin some months back, I used my ISP and my phone line and connected once at 44k, and a second time at 48k.

As far as system specs, I'm running Windows XP and using a "Lucent Winmodem #2".

Do I need a new modem, or is there some possible way for me to fix this without shelling out 45 bucks just to double my download speeds?
