running in the background? Have you done the three finger click (ctrl-alt-del) and taken a look? It sounds like something in the background is taking over.

I am having a very odd problem, and have tried to troubleshoot it by doing many different things. Let me explain...
I connect to the internet using a dial-up connection. When I am connected there are "gaps" of time, probably 15 seconds or so which randomly disrupt my downloading of data. This is not what I consider "usual lag". Also, it doesn't actually disconnect me from my ISP, it only completely stops any downloading data from being sent to my PC. Then after the 15 seconds or so it starts up again and begins downloading. It happens on any website or download.
My ISP is Bluefrog.com. I am using Windows XP, SP2. I have purchased and installed a new modem and ensuring I am using the best drivers. I have scanned my PC for ad-ware, spy-ware, and viruses and it is clean. I have tried using NetZero (a different ISP) but to no avail. Also, I have tried putting my PCI modem in a different PCI slot and it still occurs. Also, I have tried using a different dial-up phone number to my ISP and it still occurs.
I have tried re-installing Windows, Internet Explorer, modem drivers, ISP software, etc, etc. Nothing has fixed this problem. Also my ISP tested the phone lines, and there is no static.
If anyone has any ideas, I would appreciate them.
