But it's called DSL which doesn't help those that can only get there by modem.
DSL-signals can be transported across a normal phone line, but the distance covered is much smaller than for talking. That's why it's not offered in the country.
Coax-cable (as used for TV) and glass-fiber are much better. But I assume those aren't offered with you either.
The alternative is 3G cell phone or WiMax. But here also: it's expensive infrastructure so they won't always do it.

of the telephone cable pair. Can't get around resistance, capacitance, and induction. And computer geniuses don't understand it.

There are alternatives if available to you that are far batter than anything via the telco lines. Now, you need to pay extra for any of that. However, there is already a govt. pgm. to help increase "fiber" to all of the USA, if and when it becomes possible. If anything at least your local school system has it. Those that still use the old telco system are taxed/fee, look for the line item on your bill. Sorry, rural users are going to be the last to ever get this.
