If http://support.apple.com/kb/ts2446 does not resolve it, you'll have to make a visit to the usual Apple store or call it in.

Started off with my iPhone saying that my Apple ID has been disabled and now all our other devices that uses i tunes say this when trying too up date or download something from iTunes. I tried changing my password, using a different credit card, etc. And still coming up with the same message. Looked on the apple support site and nothing seems to work. Any help or guidance would be appreciated.
