device (start stop) monitoring software

HELP! I'm going outta my peabrained mind trying to get my computer to work properly. I keep getting windows system sound Buh Bump.. (device stop... and device start).. I mean to the point it's almost like listening to the William Tell Overature. REally!
I can't find anything on Windows "event viewer" or in the performance monitor that tells me what the He..ck is stopping and starting. One more thing. When this sound is being made, I lose all control of my mouse. I've checked with my mouse, hardware and software, all show to be working properly and have the most up to date drivers.
I'm running a Dell XPS platform with Intel Core2 Quad CPU Q9650 @ 3.00GHz 8.0GB RAM with an ATI Radeon HD 4800 series Video card.. Windows 7 64-bit SP1 operating system. To the best of my knowledge all drivers are up to date. I'm running AVG 2015 anti virus and use Piriforms CCleaner regularly. I also run Malwarebytes Anti-Malware software.
Someone.. ANYONE.. please! Is there a program or software out there that I can run to see what is causing all this stopping and starting and mouse freeze?

But I've worked such before and found bum USB mice, keyboards and other things. The one constant is to unplug ALL possible USB things to start, disable all USB ports except for the rear ones used for keyboard and mouse and try again.

Another source of troubles are aging machines that need a good canned air cleaning and power supplies that are dipping out. The more repairs you do the more amazed that folk won't buy canned air but take it to the shop to have it done.

Think back to the last time the mouse was working normally, and if you made any system changes since then.

You can't always rely on Device Manager to be sure that drivers are up-to-date, and that they aren't causing any issues. If you haven't already, check the drivers for your PC on the Dell website, especially the chipset driver.
