A long list of possible causes.

Here's a few:

1. An overtaxed or aging power supply.
2. IDE cables. Hint: I just replace them with 80 conductor cables and set the drives to Cable Select. My recipe and not open to debate.
3. Motherboard drivers. This area wipes most people out since they are under the impression that Microsoft would either supply them or update them with a push button. Nope. You have to do this one the old fashioned way.
4. BIOS. Yup, it matters.
5. CD and other drive FIRMWARE. Rarer, but still in the double digit percent of what I find fixes it.

Firmware updates are not something XP SR does.

You would have to have saved the old copy of the firmware to put back on.

Many times you just toss the drive out and replace it.

Looks like a tosser.

Some firmware flashers don't require the drive to show in Windows. But without the old firmware, it's DOA.

You can get taken to the cleaners.

Some "pro" may try to save the old drive and charge the usual 100 bucks an hour doing so.

I would say replace it with some 50 to 99 buck DVD dual layer recorder and be done with it.
