Detroit Tigers pitcher's mother kidnapped

CARACAS, Venezuela -- The mother of Detroit Tigers pitcher Ugueth Urbina was kidnapped by four unidentified men disguised as police officers, police said Thursday.

The men took Maura Villareal from a house owned by Urbina in suburban Caracas on Wednesday, said Joel Rengifo, director of the country's anti-kidnapping police force. The men have not contacted family members, he said.

I'm surprised this kind of thing doesn't happen more often. Guys leave impoverished countries and start earning millions. I just hope this turns out OK.

however ...

I couldn't help but notice the mention of "the country's anti-kidnapping police force". Just what IS that? I mean the name sounds so odd, I assume they investigate and solve kidnapping cases but it sounds more like a group that tries to prevent kidnapping. How would you do that?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
