desktop shortcuts

I have a Compaq Presario PC..Model SR5350F.......I used to be able to place desktop shortcuts with a right click of the mouse and "create shortcuts" which would open a box with a yes and a no asking if I wanat to place a desktop shortcut. NOW when I click "yes" nothing happens......it no longer works.
Any suggestions???
