Desktop laying horizontal

I have a Dell Precision T7400 Workstation with SS hard drives. It stands 22 inches high and is very top heavy. We are going to install to in a portable work cart.
My question is: Can it be installed and used in the horizontal position? If it can, does it matter which side is up?
I always see them standing up but I did not know if it was because of the older stacked disk hard drives. Confused

Or could turn it upside down so the PSU weight is at the bottom and just flip the DVD drive over. Open sides, remove 4 screws, or if rail mounted may be able to just push out from back and flip the DVD drive over and resecure.

When I have to do this, I usually refer to the CD drive opening tray, so that it is facing *UP*. Thus, you have immediate access to this. Anything else really shouldn't be an issue for operation of a typical PC. Though, I would check that any vents be free of obstructions when the PC is laying flat. I mention that because an user used a "rubberized mat" too large in order to keep the LCD from moving too much and the over-hang blocked the rear vent or reduced its effectiveness. good luck
