Desktop Icons do not appear on boot

My Dell Inspirion 1530 with XP SP2 is not booting. The desktop background pic appears, but no icons. Ctl/Alt/Del shows no apps running. When I restart in safe mode, it boots properly, but system restore does not fix the problem.
