Desktop Icons are locked in winXP

I'm having a problem with my all my desktop icons being locked (unmoveable) in winXP. Yes, i've right clicked on the desktop and made sure that nothing in "arrange desktop items" is checked that would cause this. I've actually had this same problem on an older pc with win xp on it. I have a dell system that was purchased about 3 months ago. Any help would be greatly appreciated. Thanks.

I fixed it...

...I did a system restore to about 2 weeks ago. that didnt solve the problem. THEN I used ERUnt. I also did a registry back up with ERUnt the same time I created a restore point in system restore. THAT solved the problem. I don't know what caused it or why system restore didn't fix it but restoring my registry with ERUnt did.
