That depends. Only you can tell, after following the steps below.

1. If it only happens in your current Windows account, it's an issue with your account. Just create a new account, logon into it and see what happens.
2. If it only happens if yout boot into normal mode and not in Safe Mode (both in your old and your new account), ti's some program, malware or driver.
3. If it happens in all accounts both in normal and safe mode, it's most likely a windows thing.
4. But if it continues aftter you reinstalled Windows, back to factory conditions, it turns out to be a hardware issue. But that's very unlikely.
