I feel totally ripped off by Dell Software Support. Does anyone know how to voice complaints to someone in the us?

Ask this forum for some help on the issue.

Yes we can't fix bugs in Windows or drivers but there's a lot of expertise and lessons the members can share.

One is to seek help. If you want to voice complaints, write Dell. And I don't mean email.

I'd start with the CNET COMPUTER HELP forum with a post there with the make, model, and issue.

to help its customers BUT the customers also have to do their part.

Have you gone through this page yet?
https://support.dell.com/support/topics/global.aspx/support/dellcare/outstanding_issues?c=us&l=en&s=gen

They also have online chat for tech support and if they can't help you can ask them for phone numbers and actual names and addresses of persons you can WRITE about your problem to:
https://support.dell.com/support/topics/global.aspx/support/dellcare/contact_technical_support?c=us&l=en&s=gen

For software and items not manufactured by Dell they even offer up a page linking you to the proper sites:
http://support.dell.com/support/topics/global.aspx/support/product_support/en/support_non_dell?c=us&l=en&s=gen

The only software they are obligated to assist you with is OEM software that came with the system. Software you purchased separately, even if through them at the time of purchase is vendor supported UNLESS it is OEM then Dell would have to assist.
