dell pc freezes on start up. help needed

I bought a pc of ebay but when I power it on it comes to the desktop page and the start button doesnt work but the desktop icons do but if I was to double click on then the pc would just freeze. If I turn on the pc and just leave it sitting for 30 minutes 7 out of 10 timed the start button will work but desktop icons dont and I can do a few things like explorer ect but most the time it will just freeze. I spoke to the person I bought it from whosaid to reseat the memory and processor but that hasnt help. Would anyone here know what could be the problem

being sold of eBay maybe a clue why it was being sold. If this Dell PC was build a few yrs. ago using a P4 or duo-CPU core they have a rash of bad caps. You can inspect for such damage by reviewing the http://www.badcaps.net and check the pix they provide. good luck

There were millions of Dells with BAD CAPS.

It's on the web so you can research BAD CAPS. Repair for average folk means a new motherboard and sometimes a new powers supply as the BAD CAPS can stress that part as well.
