Dell Optiplex won't boot, makes loud racing noise

I have a refurished Dell Optiplex (GX280/SMT 3400 MHz, 80GB hard drive, came with 1024 MB which I upgrade to max out, runs Win XPP+, 10/100 NIC 8 MG VRAM). Purchased 2/6/2008. I got the blue screen of death while powering up, then nothing but a flashing amber power button light. I put in a new power supply (ANTEC 5500 Watt) and replaced the graphic card with Nvidia Geforce 210 Verto 1024MG DDR2 as the old card was blown. When powered on all it does is produce a loud racing noise. What is likely the problem?
