Dell Optiplex GX240 Problem

hi,
my brother who is 14yrs old owns a Dell Optiplex GX240 with 1.7Ghz Processor, 256mb RAM and 20GB Seagate HDD.
The problem is that some days ago when he started the computer using ON button it was not getting on.
when he told me then i checked it's power supply, but it's power supply was ok and giving current to board.
i replaced the RAM but same problem...
There is no beep sound at all and no display!
the button which is used for the ON purpose is not showing any light but in the board there are lights. i also checked it's graphics card on a other pc which was working fine.
can anyone tell what can be the problem and how to solve this?

1. Measure the CMOS battery voltage? Not in spec? Replace.
2. Reset the CMOS bios settings and try again.

There are documents at dell about this machine so I won't duplicate those here.

The three usual ways:
1. A jumper on the motherboard. See the motherboard manual, if you have it.
2. Remove the battery for a minute. Then install it again. In the mean time, check the voltage.
3. Go into the BIOS setup during the boot and find the "reset to defaults" option.

CMOS is kind of memory, used by the BIOS to store it's settings.

If resetting doesn't help it might be time for a new machine. A 20 GB disk sounds like it is some 5 years old at least. Replacing only the motherboard usually isn't a good idea.

i replaced the battery with a new one. but problem is same.
i could not find documation on how to change jumper for clearing cmos settings. can u help me on how to clear cmos settings of this model?
